Yes ... these forms of weapons have been played with for some time. Infrasound as you know it is not so directional as ultrasound. Infrasound can penetrate well such as walls of a home where as ultrasound from say for example the HSS system or audio spotlight will not. Infrasound at the db's needed cause an effect would indeed effect all within it's range. Infrasound also has a much greater range than ultrasound for example when the space shuttle Colombia exploded the infrasound was detected thousands of miles away. Nasa used the detected infra sound in their investigation of Colombia disaster.
