Torture victims should be able to sue foreign governments in the UK courts, a committee of MPs and peers have said. The Joint Committee on Human Rights has called on the government to take an international lead, saying the plan would help rehabilitate victims. Minsters have argued that they are bound by a state immunity convention and have suggested the move could cause international tensions.
