You just have to file a civil lawsuit in federal court. Have a "Complaint" printed out. It is a description of just what has been happening, any witnesses, and of course medical, psychiatric emergency, and police reports, et al. File all of this and hope your case gets to court and not dismissed. If you do not have court fees, tell them and fill out another form. I filed in federal court for $500 million for a long list of horrendous torts that are permanent such as a back and knee injury that might require surgery to continue walking. The trick is in the complaint to tie all of your harm to the NSA. Good luck to you. Also, ask for an injunction to stop further abuses.
