If targets did have some sort of piezoelectric device placed in the inner ear, that would certainly explain why it is that the target can be under full perp vocal attack, and a person standing right next to the target hears nothing. To make something like that work would only require a piezoelectric crystal that would respond to only one single RF radio frequency. Any bystander that did not have the piezoelectric implant would not hear or notice a thing. However, even if that proved to be the case, it still doesn't explain all the effects of a perp attack, or attacks. For example, a piezoelectric implant in the ear might explain V2K but it wouldn't explain projected sounds and or projected forces. No, there is far more to this thing than just piezoelectric crystal implants. In my opinion.
