Its the sad hidden aspect of older - now "obsolete frequency" - celltowers as pointed out years ago - in conjunction with the international "Beyond prison" conference in Queen's university Kingston, Ontario 1998 ( ! )

Its worthwhile to re-read the Kingston Whig Standard article on this subject if it is still available somewhere or search the net for Beyond Prison . . . . . its a long list of links now and then re-think why its a "cell" tower that's sad reality and no conspiracy joke.
