Thousands of wheelie bins in London are to be electronically tagged to allow councils to measure the waste individual households produce.

The microchips help maximise recycling and minimise the amount of rubbish ending up in landfill sites.

But critics fear the scheme will lead to "Big Brother" tactics, with council officials able to spy on households.

Andrew Pellin, a Conservative member of the London Assembly, said: "The Stasi or the KGB could have never dreamed of getting a spy device in every household."

The microchips will be used with refuse lorries which will weigh the bins before they are emptied. The council will then be able to identify homes where the amount of rubbish is higher than expected.

A leaf let from Labour controlled Croydon council explaining the scheme says: "We will be able to get in touch to help residents manage their rubbish more effectively."

Gerry Ryan, cabinet member for environmental services, backed the plan. "It may be people dumping trade waste in the bins or waste which should be recycled," he said.

Hi-tech bins are already used in Camden and Bexley as well as the US and Europe.

At the touch of a key, personal details about individuals can be compiled from computer data banks

Is it possible to manipulate people covertly to behave in ways over which each has little control?

A number of researchers and social critics believe that science is on the verge of perfecting unconscious coercion. They point to subliminal advertising, tinkering with human genetics and exotic techniques such as microwave bombardment of the brain as portents of Orwell’s thought control.

Laboratory fertilization of human embryos is already possible, and researchers are working on techniques to alter genes to prevent diseases. One critic of modern genetic techniques, Jeremy Rifkin, believes that political preferences could eventually be spliced into human beings.

“Attempts to reform the internal blueprint of the human species will raise the ominous specter of biological caste systems,” says Rifkin. “When the individual can be programmed at conception, political power becomes more absolute and human freedom more elusive.”

Closer at hand are subliminal-suggestion techniques widely used in advertising. With one called time compression, computers can squeeze human speech into a smaller time frame, thus allowing advertisers to tuck more information into commercials. The listener is not aware of the speech manipulation.

Another method is to insert messages onto television or movie screens at such a fast pace that viewers aren’t aware that they are seeing them. Promoters say the technique can have powerful results when used over several months.

“People fear the use of subliminal advertising because they really don’t understand how the subconscious mind works,” says Stephen McDaniel, assistant professor of marketing at Texas A&M University. “Some perceive it as a form of brainwashing and don’t like the idea of receiving information and not consciously knowing it.”

An even more sinister behavior modification technique is cited by Stanford University psychologist Philip Zimbardo: “Soviet scientists have been perfecting a device that bombards the brain with low-frequency radio waves. These airborne waves can travel over distances and are known to change the behavior of animals and humans in their path. Such remote control makes possible potentially frightening uses for altering the brain’s functioning.”

Technologies of tomorrow present Americans with new choices.

As Jacques Vallée, a computer scientist and founder of InfoMedia, Inc., of San Bruno, Calif., observes: “Technology is creating a new ‘nervous system’ for society, and we do not know how it is going to behave. What we must understand is that technology is not neutral. It forces us to make choices. It challenges business and society to conceive alternatives to the world that technology is producing.”

Even if society resists technical intrusions on individual privacy, the fact that the technology exists means that sooner or later someone - either in or out of the government - can subvert it for evil purposes. That is Orwell’s warning for 1984 and the years beyond.

Psycho acoustics, I AM NOW ABOUT 110 LBS. I live now with osteoporosis, my hands, feet are not only numb, but white and at times blue, with no feeling what so-ever. With constant pulsation, I try to remember what life was like before the dirt pulsed it's into my life. I now think the only freedom will be tomorrow when they no longer are able to eat, like I no longer am able most of the time. Perhaps instead of a rant I may pass these sights along regarding pulse imagery, psycho acoustics, or synthetic telepathy. Cause Of Inmate's Death Unknown

("LeFlore County officials say it could be up to 10 days before they know how an inmate in the country jail dies Saturday.

Deputy Claudie Higgins said the body of Bobby Gene Willis, 49, has been sent to the Oklahoma State Medical Examiner's Office in Tulsa for an autopsy.

The initial indication from the medical examiner is that Willis died of natural causes.

'The medical examiner said there are no visible signs of trauma. The only reason it is listed as undetermined is that they have drawn blood and sent it to the Oklahoma City lab. It will take several days before the results are returned,' said Higgins.

Higgins is the investigating officer.

According to Higgins, Willis was last seen alive shortly after breakfast Saturday.

Higgins said Willis, like most inmates, returned to his bunk and apparently fell asleep.

'One inmate (who was) bunked next to him heard him making a snoring or snorting type noise. He thought he was sleeping,' said Higgins.

Another inmate found that Willis was not breathing and contacted jail officials.

'There had been no indications he wasn't feeling well, and there were no confrontations between him and anyone in the cell,' said Higgins.

Willis did not list any injuries or medical problems when he was booked into the jail Wednesday, according to the deputy.

'All he listed was that he had a sore back. There was nothing indicating any other medical problems,' he said.

Willis was one of 13 people sharing the same cell block.

He was arrested Wednesday when officials from the LeFlore County Drug Task Force raided a Smithville home and found more than 70 pounds of suspected marijuana. He was being held without bond on charges of possession of marijuana.

Jail officials said Saturday's death was the first in the LeFlore County Jail in at least eight years.")


I am seeing more and more of these kinds of inmate deaths, almost routinely. Does anyone else see this kind of thing happening in your areas?

What caught my attention about the above article is they said the inmate was making "snoring," "snorting" types of sounds. This suggest to me that the inmate might have been a mc target. The perps routinely hit me with the same kinds of projected snoring, snorting types of sounds. I have been fully awake at times and have heard these projected sounds for myself. The perps have a way of feeding back to the target, the sound effect, of delayed, out of phase, breathing. The effects of this is that it really confuses the target's mind and respiratory system. The target can be asleep and breathing normally, but what the target's unconscious, and maybe even the conscious, mind "hears" is breathing sounds that are 180 degrees out of phase with the expected norm. In other words, during projected delayed breathing, the target's brain hears the sound of breathing in when the normal expected sound is that of exhalation, or breathing out. After a short time of this, the target's brain detects that something is wrong, not consistent, and wakes the target. If you combine the projected snoring and snorting sounds (high energy pulses) with projected delayed breathing, the effects, I feel, could be catastrophic. Especially if the target's brain is, somehow, not allowed to wake the target to consciousness. It would appear to be death by heart or respiratory failure.
