It might be a good thing for us targets to throw our support behind these veterans. This might be one avenue for piggy-backing government based mind control into the courtroom and the legal system.

I think that we should contact these veterans and see how we can help their cause, and perhaps our own.

Most of those silenced, in this manner, had ALREADY written their questions on a card and passed them to the front, but were frustrated THAT THE QUESTIONS WERE IGNORED.

Using the Delphi Technique to Achieve Consensus

How it is leading us away from representative government to an illusion of citizen participation.

The Delphi Technique and consensus building are both founded in the same principle - the Hegelian dialectic of thesis, antithesis, and synthesis, with synthesis becoming the new thesis. The goal is a continual evolution to "oneness of mind" (consensus means solidarity of belief) -the collective mind, the wholistic society, the wholistic earth, etc. In thesis and antithesis, opinions or views are presented on a subject to establish views and opposing views. In synthesis, opposites are brought together to form the new thesis. All participants in the process are then to accept ownership of the new thesis and support it, changing their views to align with the new thesis. Through a continual process of evolution, "oneness of mind" will supposedly occur. In group settings, the Delphi Technique is an unethical method of achieving consensus on controversial topics. It requires well- trained professionals, known as "facilitators" or "change agents," who deliberately escalate tension among group members, pitting one faction against another to make a preordained viewpoint appear "sensible," while making opposing views appear ridiculous.

In her book Educating for the New World Order, author and educator Beverly Eakman makes numerous references to the need of those in power to preserve the illusion that there is "community participation in decision-making processes, while in fact lay citizens are being squeezed out."

The setting or type of group is immaterial for the success of the technique. The point is that, when people are in groups that tend to share a particular knowledge base, they display certain identifiable characteristics, known as group dynamics, which allows the facilitator to apply the basic strategy.

The facilitators or change agents encourage each person in a group to express concerns about the programs, projects, or policies in question. They listen attentively, elicit input from group members, form "task forces," urge participants to make lists, and in going through these motions, learn about each member of a group. They are trained to identify the "leaders," the "loud mouths," the "weak or non-committal members," and those who are apt to change sides frequently during an argument.

Suddenly, the amiable facilitators become professional agitators and "devil's advocates." Using the "divide and conquer" principle, they manipulate one opinion against another, making those who are out of step appear "ridiculous, unknowledgeable, inarticulate, or dogmatic." They attempt to anger certain participants, thereby accelerating tensions. The facilitators are well trained in psychological manipulation. They are able to predict the reactions of each member in a group. Individuals in opposition to the desired policy or program will be shut out.

The Delphi Technique works. It is very effective with parents, teachers, school children, and community groups. The "targets" rarely, if ever, realize that they are being manipulated. If they do suspect what is happening, they do not know how to end the process. The facilitator seeks to polarize the group in order to become an accepted member of the group and of the process. The desired idea is then placed on the table and individual opinions are sought during discussion. Soon, associates from the divided group begin to adopt the idea as if it were their own, and they pressure the entire group to accept their proposition.

How the Delphi Technique Works

Consistent use of this technique to control public participation in our political system is causing alarm among people who cherish the form of government established by our Founding Fathers. Efforts in education and other areas have brought the emerging picture into focus.

In the not-too-distant past, the city of Spokane, in Washington state, hired a consultant to the tune of $47,000 to facilitate the direction of city government. This development brought a hue and cry from the local population. The ensuing course of action holds an eerie similarity to what is happening in education reform. A newspaper editorial described how groups of disenfranchised citizens were brought together to "discuss" what they felt needed to be changed at the local government level. A compilation of the outcomes of those "discussions" influenced the writing of the city/county charter.

That sounds innocuous. But what actually happened in Spokane is happening in communities and school districts all across the country. Let's review the process that occurs in these meetings.

First, a facilitator is hired. While his job is supposedly neutral and non-judgmental, the opposite is actually true. The facilitator is there to direct the meeting to a preset conclusion.

The facilitator begins by working the crowd to establish a good-guy- bad-guy scenario. Anyone disagreeing with the facilitator must be made to appear as the bad guy, with the facilitator appearing as the good guy. To accomplish this, the facilitator seeks out those who disagree and makes them look foolish, inept, or aggressive, which sends a clear message to the rest of the audience that, if they don't want the same treatment, they must keep quiet. When the opposition has been identified and alienated, the facilitator becomes the good guy - a friend - and the agenda and direction of the meeting are established without the audience ever realizing what has happened.

Next, the attendees are broken up into smaller groups of seven or eight people. Each group has its own facilitator. The group facilitators steer participants to discuss preset issues, employing the same tactics as the lead facilitator.

Participants are encouraged to put their ideas and disagreements on paper, with the results to be compiled later. Who does the compiling? If you ask participants, you typically hear: "Those running the meeting compiled the results." Oh-h! The next question is: "How do you know that what you wrote on your sheet of paper was incorporated into the final outcome?" The typical answer is: "Well, I've wondered about that, because what I wrote doesn't seem to be reflected. I guess my views were in the minority."

That is the crux of the situation. If 50 people write down their ideas individually, to be compiled later into a final outcome, no one knows what anyone else has written. That the final outcome of such a meeting reflects anyone's input at all is highly questionable, and the same holds true when the facilitator records the group's comments on paper. But participants in these types of meetings usually don't question the process.

Why hold such meetings at all if the outcomes are already established? The answer is because it is imperative for the acceptance of the School-to-Work agenda, or the environmental agenda, or whatever the agenda, that ordinary people assume ownership of the preset outcomes. If people believe an idea is theirs, they'll support it. If they believe an idea is being forced on them, they'll resist.

The Delphi Technique is being used very effectively to change our government from a representative form in which elected individuals represent the people, to a "participatory democracy" in which citizens selected at large are facilitated into ownership of preset outcomes. These citizens believe that their input is important to the result, whereas the reality is that the outcome was already established by people not apparent to the participants.

How to Diffuse the Delphi Technique

Three steps can diffuse the Delphi Technique as facilitators attempt to steer a meeting in a specific direction.

Always be charming, courteous, and pleasant. Smile. Moderate your voice so as not to come across as belligerent or aggressive.

Stay focused. If possible, jot down your thoughts or questions. When facilitators are asked questions they don't want to answer, they often digress from the issue that was raised and try instead to put the questioner on the defensive. Do not fall for this tactic. Courteously bring the facilitator back to your original question. If he rephrases it so that it becomes an accusatory statement (a popular tactic), simply say, "That is not what I asked. What I asked was . . ." and repeat your question.

Be persistent. If putting you on the defensive doesn't work, facilitators often resort to long monologues that drag on for several minutes. During that time, the group usually forgets the question that was asked, which is the intent. Let the facilitator finish. Then with polite persistence state: "But you didn't answer my question. My question was . . ." and repeat your question. Never become angry under any circumstances. Anger directed at the facilitator will immediately make the facilitator the victim. This defeats the purpose. The goal of facilitators is to make the majority of the group members like them, and to alienate anyone who might pose a threat to the realization of their agenda. People with firm, fixed beliefs, who are not afraid to stand up for what they believe in, are obvious threats. If a participant becomes a victim, the facilitator loses face and favor with the crowd. This is why crowds are broken up into groups of seven or eight, and why objections are written on paper rather than voiced aloud where they can be open to public discussion and debate. It's called crowd control.

At a meeting, have two or three people who know the Delphi Technique dispersed through the crowd so that, when the facilitator digresses from a question, they can stand up and politely say: "But you didn't answer that lady/gentleman's question." Even if the facilitator suspects certain group members are working together, he will not want to alienate the crowd by making accusations. Occasionally, it takes only one incident of this type for the crowd to figure out what's going on.

Establish a plan of action before a meeting. Everyone on your team should know his part. Later, analyze what went right, what went wrong and why, and what needs to happen the next time. Never strategize during a meeting.

A popular tactic of facilitators, if a session is meeting with resistance, is to call a recess. During the recess, the facilitator and his spotters (people who observe the crowd during the course of a meeting) watch the crowd to see who congregates where, especially those who have offered resistance. If the resistors congregate in one place, a spotter will gravitate to that group and join in the conversation, reporting what was said to the facilitator. When the meeting resumes, the facilitator will steer clear of the resistors. Do not congregate. Instead gravitate to where the facilitators or spotters are. Stay away from your team members.

This strategy also works in a face-to-face, one-on-one meeting with anyone trained to use the Delphi Technique.

(The reason that such a sad and love story could happen because there were a group people who had been torturing and harassing citizens using their high and advanced technologies, such as mind control and Directed Energy Weapons and they did not be caught and stopped according to law.)

A young girl was terribly tortured and harassed by their weapons and she was almost dying. A young boy who was employed by torturers saw the girl¡'s terrible suffering. He never tortured and harassed anyone yet, and he tried but would not able to stop torturers. The young boy took a very acute action. He kidnapped and raped that girl and asked the girl to go to police office. The boy thought, if he was caught by police and he would able to drop out of torturers organization. And the jail was a safer place for him and he also wished the police would find those torturers through him. But unfortunately, the girl did not want the boy go to jail, she did not report to the police. As a result, the boy died unknown; and the girl also died unknown.

I believe Nano encapsulated passive transceivers/transponders gps based which allows the use of directed energy delivery. The entire field around the victim becomes the play ground for abuse and exploitation. Piggy back microwave pulsed energy begins to interefere with all forms of communication ie. telephone, electrical equipment i.e. car computer or battery or electrical circuits of your home or anything.

The nano devices pass the blood-brain-barrier, a phospholipid bilayer and form a matrix-like sheet floating in cerebral spinal fluid to function at mulptiple brain-mapp sites.

The device couples to the optive nerve and may just re-create some crude visual field of the victim remotely on their neural network based program interpreter.

The only problem is detecting such a miniaturized self assembling groups of nano devices with limited modern radiological technology.

Nano technology in the brain and/or nervous system may be one means for creating many of the affects that we targets perceive as perp effects. However, that is just one phase of what the perps are able to accomplish. Nanotechnology cannot, in and of itself, address the full range of perp effects, such as activating mechanical devices remotely. Devices that are not even visually accessible. It does not explain how the perps can weaken or completely destroy "select" pieces of electronic detection or recording equipment, and do it remotely and in real-time. There are many other external perp effects that cannot be explained in terms of nanotechnology inside the body of a target.

For example, a couple of weeks ago, the finger on my left-hand, the one right next to the little finger, it suddenly became stiff, turned blue and purple and swelled up. I lost feeling in that one finger near completely. I took a hand-magnifying lens and carefully searched the finger over for any kind of bite marks, I found nothing. There was no logical reason for that finger to suddenly behave in this fashion. The finger swelled up to nearly 1/2 times again larger than the same finger on the other hand. It got so bad that I considered going to the emergence room for treatment. It was exactly as if someone had tied a strange string around the base of that finger and twisted the string until the blood circulation was completely cutoff. I kept rubbing this finger and putting it in cold water. After a couple of days, the swelling went away and in about 4 days, it was back to normal. It had gotten so bad that I feared that I would lose that finger. It is my belief that it was perp technology doing this to me. There was no logical reason for that one finger to act up in that fashion, and the other four fingers and hand were fine. I believe that the perps were just letting me know that if they really wanted to, they could cause me a hell of a lot of grief, mess me up big-time.

I can point out a half-dozen or more external perp effects that cannot possibly be accounted for as the manipulation of our perception by nanotechnology in our brains and/or nervous system. It is my firm conviction that we will never determine the true nature of perp technology until we first catalog the full range and scope of their effects and abilities, both internal and external.

Warriors have used mind games for centuries. Alexander the great used psychological tactics when he tricked the enemy into retreating by making fake, oversized armor. "It worked as the army came up and found these helmets that would fit a giant and these breast plates they couldn't lift and they said this must be an army of giants," Rouse said. On May 7th, I listened to a 3 hour interview on the Coast to Coast radio program http://www.coasttocoastam.com/shows/2006/05/07.html about Chemtrails and Mind Control weapons which our troops had secretly used in Iraq and about the horrible consequences it brought to civilians AND TO OUR OWN TROOPS!

Chances are, most find this hard to believe, as it was for me, until I saw the "Defense Tech" article below. It was then, that I decided to condense those 3 hours of the interview into 30 minutes of excerpts which I provide below.

Another link led me to a video clip which revealed that our troops had also used Laser weapons and the deadly and horrifying reprecations it brought to many Iraqi civilians.

YOU WILL BE DISMAYED AT WHAT YOU'LL HEAR AND VIEW!

This seems to be a preferred weapon of choice from our civilian command for it leaves buildings and property intact, much like neutron bombs would have done, compared to the destruction atom bombs produce.

Given the horrible devastation that is taking place in Lebanon, I wondered how come the Israelis have not used this technology instead of bombs? And, believe me, they MUST have it and, probably, have worked in its development along with the US.

I thought of two possible answers to my questions:

1. Israel places the highest priority and value on their own soldiers. They probably did not want to expose them to the harm endured by our soldiers who had to deploy such miind control weapons (as you will learn in the audio clips). Now, compared this to the lack of concern for our troops which our current civilian command has repeatedly demonstrated.

2. The US has not given Israel permission to use them, reserving them for whenever they have "bigger fish" to literally fry!...(Syria, Iran, China???).

"Coherent Madness: Effective Defense Against Covert Warfare" by author Mukazo Mukazo Vunda is his latest project, a must read for all! The era we live in is marked with varied occurrences that suggest the existence of extra judicial bodies within most countries whose duty is the covert elimination of people considered threats to those in authority, or their agendas. Notable among these are the numerous incidences of highly placed and/or regarded people, and other individuals in the spot light because of their activism and such like, succumbing to all manner of cancers, strokes; committing suicide, dying in accidents, becoming mental invalids, and at times getting attacked physically on the streets, resulting in their maiming, incapacitation or death.

This book contends, on the basis of anomalies related to the occurrences described before, that a lot of these incidences are not as natural as they may seem, that they are actually deliberately designed to appear "natural", as such avoiding the possibility they can be detected for the covert warfare that they are a result of.

Using a lot of evidence that has surfaced to date on covert warfare, including first hand accounts by those who say they were or remain targets of such attacks, Mr. Vunda presents the argument societies world-wide are actually confronted with ever expanding covert warfare waged against those who are considered threats to the order. Rather than natural conditions or accident, it is these attacks that are responsible for the peculiar, suspicion raising manner a lot of activists, whistleblowers and the like are known to meet their ends, if not that they are the cause for the present negative mental and physical state of a lot of the victims, even the communities to which they belong since this covert warfare doesn't only manifest as attacks on individuals such as activists and whistleblowers, but as attacks on the entirety of target communities meant at weakening their punch. This can come in the form of the many attacks that have come to our attention to date, of which tetanus vials found to contain human chorionic gonadotrophin (hCG), a naturally occurring hormone essential for maintaining a pregnancy that when introduced into the body together with a tetanus toxoid carrier tricks it into attacking the hormone too, creating a means of birth control, is one. Another could be seen in the deliberate spread of GMO foods, or the American Alexander Cockburn's description of a 1960 American Army Chemical Corps experiment where mosquitoes with yellow fever and dengue fever were dispersed in Savannah, Georgia and Avon Park, Florida (a predominantly African region), events that were obviously repeated around the world, using different agents, wherever a threat was identified.

Mr. Mukazo Vunda asserts he was, and remains a target of such attacks himself and is using the knowledge he has gained "the hard way", as he says himself, to share what he has learnt along the way in order to afford the public the capacity to know whether and when they can become targets of covert warfare, how to identify instances of covert warfare; how to identify the attack methods involved in individual cases, and then goes on to provide information that will enable victims, as well as the communities to which they belong, to possess or either start off on the road to possession of the potential to defend and protect indigenous culture against what is at base a form of terrorism.

I recently received an e-mail about radiation weapons that contained this address. I am replying with this sort of form e-mail body to all the addresses contained in said e-mail. The attachment with this e-mail contains an article written by myself about electromagnetic radiation weaponry and how the attacks with it work. In the article there are also ways mentioned to detect the attacks. I do not have the resources for the detection devices or I assure you that the people committing the attacks would already be dead. Or at least as many as I could get to to kill.
