THE HIDDEN HAND ON THE SWITCH: MILITARY USES OF THE ELECTROMAGNETIC SPECTRUM

Our total military system has become as analog of a living organism, constantly sensing its environment, integrating information, and reaching decisions, and then acting on those decisions by using the appropriate weapons systems.

The military organism was designed on the 10 mW standard and, once in place, it had to be defended against the possibility of nonthermal bioeffects. The recognition and validation of these effects would mean the collapse of the total organism and the death of C3I. .... ... evidence for nonthermal effects was viewed as a threat to national security.

Control over the scientific establishment was maintained by allocating research funds in such a way as to ensure that only 'approved' projects -- that is projects that would not challenge the thermal-effect standard -- would be undertaken. .... In some instances, scientists were told that nonthermal effects did occur, but that national security objectives required that they be exceptionally well established before they became public knowledge.

All of these reports shared certain characteristics. Scientific data indicating nonthermal bioeffects were either ignored or subjected to extensive and destructive review. .... ... while a statement such as 'There is no evidence for any effects of pulsed magnetic fields on humans' would have been literally true, it would have ignored the many reports of such effects on laboratory animals and the fact that no actual tests had been conducted on humans.

Scientists who persisted in publicly raising the issue of harmful effects from any portion of the electromagnetic spectrum were discredited, and their research grants were taken away.

Deployment of powerful and exotic electromagnetic systems continues, with little, if any, consideration given to the potential impact of these systems on the health and safety of the public.

THE GROUND-WAVE EMERGENCY NETWORK (GWEN)

GWEN is a communications system currently under construction that operates in the very low frequency (VLF) range, with transmissions between 150 and 175 kHz. This VLF range ... signals travel by ... ground waves -- electromagnetic fields that hug the ground ... a single GWEN station transmits to a 360-degree circle radiating out ... about 250 to 300 miles. .... The stations are spaced from 200 to 250 miles apart ... signals ... from coast to coast .... When the system is completed in the early 1990s, the entire civilian population of the United States will be exposed to the GWEN transmissions.

ELECTROMAGNETIC PULSE (EMP)

GWEN is a superb system, in combination with cyclotron resonance, for producing behavioral alterations in the civilian population.

The EMP concept .... A derivative of this program is HPM (high-power pulsed microwave), .... Several types, ranging in frequency from 1,200 MHz to 35 GHz with powers up to 1000 megawatts, are being tested.

A recent report derived from the testing program of the Microwave Research Department at the Walter Reed Army Institute of Research states, 'Microwave energy in the range of 1 to 5 GHz, a militarily important range, penetrates all organ systems of the body and thus puts all organ systems at risk.'

'Microwave pulses appear to couple to the central nervous system and produce stimulation similar to electrical stimulation unrelated to heat.' It appears that HPM is capable of altering behavior in the same fashion as Delgado's electrical stimulation.

The production of cognitive and behavioral alterations by HPM is a sledgehammer effect in comparison to the subtle alterations produced by ELF fields. According to a 1982 air force review of biotechnology, ELF has a number of potential military uses, including 'dealing with terrorist groups, crowd control, controlling breaches in security at military installations, and antipersonnel techniques in tactical warfare.' The same report states, '[Electromagnetic] systems would be used to produce mild to severe physiological disruption or perceptual distortion or disorientation. They are silent, and countermeasures to them may be difficult to develop.'

It would appear that the military may yet be able to completely control the minds of the civilian population. .... In my opinion, the military establishment sill believes that the survival of the military organism is worth the sacrifice of the lives and health of large segments of the American population.")



The capacity to use electromagnetic fields to target and manipulate the minds of individuals, cannot be expressed more plainly than in the above last couple of paragraphs.

For example, it is possible to make hear a guy the voice of a neighbour to make him believe that the neighbour is talking.

To have fun, it is possible to read dreams of a man. Enjoy the potential result… It is possible to record the special state of mind when the man is ready falling to sleep. When you redirect it, he feels sleepy automatically.

The laptop has got also a special functionality to focus on a person moving because it must be define the correct window of the body. It uses margins. Of course, it is also possible to see everything on a monitor of a computer. It is possible to kill somebody to force him getting suicide by sending voices or to reproduce nerves reaction. Hi-tech posters guide commuters

The posters beam information to handsets using infra-red Interactive posters are helping Londoners get around the city during the festive season.

When interrogated with a mobile phone, the posters pass on a number that people can call to get information about the safest route home.

Sited at busy Underground stations, the posters are fitted with an infra-red port that can beam information directly to a handset.

The posters are part of Transport for London's Safe Travel at Night campaign.

The campaign is intended to help Londoners, especially women, avoid trouble on the way home. In particular it aims to cut the number of sexual assaults by drivers of unlicensed minicabs.

Nigel Marson, head of group marketing at Transport for London (TfL), said the posters were useful because they work outside the mobile phone networks.

"They can work in previously inaccessible areas such as Underground stations which is obviously a huge advantage in a campaign of this sort," he said.

The posters will automatically beam information to any phone equipped with an IR port that is held close to the glowing red icon on the poster.

"We started with infra-red because there are a huge number IR phones out there," said Rachel Harker, spokeswoman for Hypertag which makes the technology fitted to the posters. "It's a well established technology."

Hypertag is also now making a poster that uses short-range Bluetooth radio technology to swap data.

Although the hypertags in the posters only pass on a phone number, Ms Harker said they can pass on almost any form of data including images, ring tones and video clips.

She said that there are no figures for how many people are using the posters but a previous campaign run for a cosmetics firm racked up 12,500 interactions.

"Before we ran a campaign there was a big question mark of: 'If we build it will they come?'" she said.

"Now we know that, yes, they will."

Seit mehr als 15 Jahren entwickeln sowjetische Forschungsinstitute Geräte, die Flugzeuge, Panzer und andere Waffensysteme unbrauchbar machen und ganze Bataillone von Soldaten auf einen Schlag töten können. Diese Geräte strahlen Pulse im breiten Band des Radiofrequenzbereichs des elektromagnetischen Spektrums ab, und werden darum Radiofrequenzwaffen genannt. Auch wenn Flugzeuge und andere Waffensysteme konstruktiv gegen solche Radiofrequenzwaffen geschützt werden können, gibt es bis jetzt noch keinen Schutz vor Radiofrequenzangriffen auf Personen.

Der erste Hinweis darauf, dass die Sowjetunion eine neue Superwaffe entwickelte, ergab sich bei den Verhandlungen der Strategic Arms Limitation Talks ( SALT 2 ) Ende der 70er Jahre. (...) Sowjetische Teilnehmer an den SALT 2 Gesprächen schlugen ein Verbot "einer neuen Generation von Massenvernichtungswaffen" die "Pulse starker elektromagnetischer Strahlung" gegen Material und Personen verwenden. Damals wurde in Luft- und Raumfahrt Veröffentlichungen sowie in Veröffentlichungen über Waffenkontrolle zum Erstaunen amerikanischer Wissenschaftler darüber berichtet. Allerdings wurden diese Angabe jetzt von Pentagon nahen Quellen bestätigt. Und die Ausgabe 1987 der vom Verteidigungsministerium herausgegebenen Schrift Soviet Military Power warnt:

Die UdSSR hat Forschungen auf dem Gebiet starker Radiofrequenz Signale durchgeführt, die das Potential haben, wichtige elektronische Schaltungen der Sprengköpfe von ballistischen Raketen oder Satelliten zu stören oder zu zerstören...Neuere sowjetische Entwicklungen auf dem Gebiet von Radiofrequenzgeneratoren könnten sie in die Lage versetzen, Waffen herzustellen, die elektronische Geräte stören oder zerstören oder Bedienungspersonal desorientieren. Sie haben einzelne Pulse mit einer Spitzenleistung von mehr als 1 Gigawatt und Pulsreihen mit mehr als 100 Megawatt Spitzenleistung produziert. (...)

Das Pentagon hat in dieser Angelegenheit absichtlich untertrieben. Offen erhältliche Informationen über die sowjetische Entwicklung kompakter Generatoren elektromagnetischer Energie im Radiofrequenzbereich sowie die führende Forschung sowjetischer Wissenschaftler auf dem Gebiet der Wirkung kurzer Pulse kohärenter elektromagnetischer Strahlung auf biologische Systeme ergeben das beängstigende Bild, dass die Sowjets Angriffswaffen entwickelt haben und kurz vor deren Einführung stehen, die effektiver sind als die nuklearen Waffen, von denen man annahm, dass sie am wirkungsvollsten seien.

(...) Die zerstörerische Wirkung von starken Mikrowellenpulsen auf die Elektronik von Flugzeugen und anderen Waffensystemen ist bekannt. Wenn sie mit Mikrowellenpulsen der richtigen Frequenz angegriffen werden, nehmen die Siliziumchips moderner elektronischer Geräte die Energie wie eine Antenne auf. Ein Hochleistungspuls solcher Mikrowellen verursacht für kurze Zeit einen elektrischen Strom in der Elektronik, wodurch die Schaltung zerstört wird. Gefährlicher sind elektromagnetische Waffen gegen Personen. Die Prinzipien, nach denen sie funktionieren sind im Westen nicht genau bekannt. Auch wenn westliche Wissenschaftler in der Lage sein könnten, ähnliche Geräte wie die Sowjets zu entwickeln, wissen sie nicht, wie diese anzuwenden sind.

Es ist bekannt, dass verschiedene nichtlineare Wirkungen von Radiofrequenzwaffen benutzt werden können, um Leben zu zerstören. Diese Wirkungen hängen von der Länge und Stärke der Radiofrequenzpulse, ihrer Kohärenz und der verwendeten Frequenz oder Mischung von Frequenzen ab. In keinem dieser Fälle hängt die tödliche Wirkung von der örtlichen oder allgemeinen Erwärmung des Gewebes ab. ( Die Stärke der Strahlung bezieht sich auf die auf eine bestimmte Fläche pro Sekunde gestrahlte Leistung. Kohärenz bezeichnet den Grad in dem die Strahlung aus Wellen gleicher Frequenz besteht und in wie weit die Wellen in gleicher Phase schwingen. )

Um eine tödliche Wirkung zu haben, müssen die Radiofrequenzpulse in der Lage sein, in den Körper einzudringen. Bei Frequenzen unterhalb des Mikrowellenbereichs besteht in dieser Richtung kein Problem. Wellenlängen im Millimeterbereich, die bedeutende Wirkungen haben, aber alleine nicht weit genug in den Körper eindringen, können in den Körper transportiert werden, wenn sie als ein "chirp" ( Anmerkung des Übersetzers: Chirp bedeutet übersetzt: Zwitschern, und wird benutzt um die schnelle Frequenzänderung eines einzelnen Radarimpulses zu bezeichnen. Diese schnelle Frequenzänderung dient unter anderem dazu, das Radarsignal zu tarnen. In diesem Fall wird mit Chirp die Modulation der relativ niederfrequenten Radiofrequenzstrahlung mit einer höheren Frequenz als die der Grundschwingung bezeichnet ) auf einer Trägerwelle niedrigerer Frequenz befördert werden.

Wie töten Radiofrequenzwaffen?
Radiofrequenzwaffen können auf drei verschiedenen Wegen töten:
1. Töten durch das Hervorrufen von zerstörerischen Erschütterungen hervorrufenden Schwingungen in lebenswichtigen Organen wie dem Rückenmark durch Umwandlung elektromagnetischer Energie in akustische Energie.

Unter bestimmten Bedingungen können biologische Makromoleküle elektromagnetische Strahlung absorbieren und dann einen Teil oder die gesamte Energie in Form von hochfrequenten Vibrationen abgeben, die dann die Biomoleküle zerreißen. Da alle Vibrationen Formen von Schall oder akustischer Energie sind, nennt man diese Umwandlung von elektromagnetischer Strahlung in Vibrationen elektromagnetisch-akustische Kopplung. Wenn die Frequenz der Vibrationen hoch ist, bezeichnet man sie als akustische Schockwellen. Diese Schockwellen wären sehr zerstörerisch, wenn sie in lebendem Gewebe hervorgerufen würden.

Bei einer Konferenz des Physikalischen Lebedev Instituts in Moskau im Januar 1973 hielt D.S. Chernavskii einen Vortrag über die Prinzipien der elektromagnetisch-akustischen Kopplung. Er betonte, dass Mikrowellen "Anregungen von elastischen Oszillationen der ganzen Struktur von Proteinen" hervorrufen können. Außerdem berichtete er dass Polypeptidmoleküle eine geschätzte "natürliche Vibrationsfrequenz" ( Anmerkung des Übersetzers: Also eine Resonanzfrequenz ) von 100 GHz haben, die durch Mikrowellen im gleichen Frequenzbereich angeregt werden könnte.

2. Töten durch das Auslösen von Prozessen innerhalb der Zellen eines Organismus die zur Zerstörung dieser Zellen führen. Bei derselben Konferenz des Lebedev Institutes im Jahre 1973 berichteten A.Z. Smolyanskaya und R.L. Vilenskaya dass die Bestrahlung von Kulturen von menschlichen E. coli Bakterienzellen mit spezifischen Frequenzen von Millimeterwellenstrahlung bei einer Energiedichte von 0,01 Milliwatt pro Quadratzentimeter dazu führte, dass normalerweise inaktive Zellmechanismen ein Gift produzierten, dass die Zellen tötete. Smolyanskaya und Vilenskaya berichteten, dass "Strahlung im Millimeterband als ein völlig neuartiger Wirkmechanismus angesehen werden kann, der den funktionalen Regulationsmechanismus genetischer Elemente in der Zelle stört". Die Stärke der Strahlung, die in ihren Versuchen verwendet wurde, entsprach derjenigen einer 100 Watt Glühbirne in einer Entfernung von 15 Metern.

3. Töten durch Radiofrequenzpulse die, wenn sie einmal in den Körper gelangt sind, durch mehrere Photonenreaktionen die Wirkung sichtbaren oder ultravioletten Lichts haben. Bei dieser Wirkung kann die Strahlung, die in der Theorie eine zu niedrige Frequenz hat, um ein Atom abzuspalten, trotzdem unter bestimmten Bedingungen eine solche Wirkung haben. Wissenschaftler nehmen an, dass es sich bei diesem Vorgang um eine gemeinsame Wirkung kohärenter Strahlung genügender Stärke handelt. Strahlung die eine zu niedrige Frequenz hat, Atome oder Moleküle zu ionisieren - also ein Elektron abzuspalten - kann diese trotzdem ionisieren und damit die Wirkung von ultraviolettem Laserlicht haben. Diese "synthetischen" ultravioletten Pulse könnten DNA und RNA in jeder menschlichen Zelle zerreißen, in die die Pulse mit genügender Stärke eindringen. Es braucht nicht gesagt zu werden, dass das den Stoffwechsel einer solchen Zelle zerstören würde. (...)

In dem Bereich des Radiofrequenzspektrums der als Mikrowellen bekannt ist hat die Sowjetunion eine Reihe von Radiofrequenzgeräten entwickelt mit denen die kurzen Pulse mit hoher Leistung hergestellt werden können, die sich gut zur bioradiologischen Kriegführung eignen.

Im Jahre 1975 verkündete eine von M.S. Rabinovich und A.A. Rukhadze geleitete Gruppe von sowjetischen Physikern am Physikalischen Lebedev Institut dass sie mit einem "Zyklotronresonanzmaser" elektromagnetische Mikrowellenpulsstrahlung mit einer Zeitdauer von 35 Nanosekunden ( Milliardenstel Sekunde ) bei einer Frequenz von 10 Gigahertz und mit einer Spitzenpulsleistung von 2 Megawatt produziert haben.
Im darauffolgenden Jahr berichtete eine andere sowjetische Gruppe, die von A.N. Didenko am Institut für Kernphysik in Tomsk geführt wurde, über die Produktion von Mikrowellenpulsen einer Frequenz von 3 Gigahertz mit einer Dauer von 50 Nanosekunden bei einer Spitzenpulsleistung von 1000 bis 2000 Megawatt mit eine Art von Zyklotronresonanzmaser den man Gyrotron nennt. Das Gerät hatte einen Wirkungsgrad von 30 Prozent. (...)

In den darauffolgenden Jahren berichteten die sowjetischen Forschungsgruppen am Lebedev Institut sowie am Institut für angewandte Physik in Gorky ständig über die Produktion von Nanosekundenpulsen mit Zyklotronresonanzmasern mit Leistungen von zig Megawatt abgestrahlter Leistung bei immer höheren Frequenzen - bis hin zu 125 Gigahertz - bis der größte Teil ihrer Arbeit als Geheim eingestuft wurde.

Von der Spitzenleistung hängt die effektive Reichweite und die Größe der von einer Radiofrequenzwaffe bestrahlten Fläche ab. Um ein Ziel zu zerstören wird eine bestimmte Leistungsdichte benötigt. Gleichzeitig ist es bei einem Einsatz gegen Soldaten wünschenswert, die abgestrahlte Leistung einer Radiofrequenzwaffe über eine große Fläche zu verteilen damit die Zahl der betroffenen Personen möglichst groß ist. (...)

Seit den 60er Jahren hat sich die Zahl der mit Gyrotron Forschung beschäftigten Personen in der Sowjetunion versechsfacht. Trotzdem hat während dieses Anstiegs der an dem Forschungsprogramm beteiligten Personen die Zahl der wissenschaftlichen Veröffentlichungen über die Ergebnisse dieser Forschung in der dem Westen zugänglichen Literatur abgenommen. Ein Bericht der Rand Corporation aus dem Jahre 1986 mit dem Titel "Soviet Development of Gyrotrons" zieht folgenden Schluß: "Ein großer Teil dieser Forschung wurde in den letzten Jahren unter Geheimhaltung gestellt." (...)

Die Vereinigten Staaten haben erst im Jahre 1984 ein ernsthaftes Programm für Gyrotrons zur Produktion von kurzen Pulsen hoher Leistung gestartet. Auf dem internationalen Symposium für Gyrotron Entwicklung in Juli 1984 in Lausanne in der Schweiz rief Professor Victor L. Granatstein von der Universität von Maryland zur Entwicklung von Hochleistungsgyrotron Geräten auf. Zuerst sollte ein "Gyroklystron Verstärker" der Mikrowellenpulse mit Frequenzen von 10 Gigahertz und mit einer Spitzenpulsleistung von 300 Megawatt bei einer Pulslänge von 100 Nanosekunden produzieren kann, hergestellt werden. In seinem Vortrag über die physikalischen Probleme und die Machbarkeit eines solchen Gerätes bezog sich Granatstein fast ausschließlich auf sowjetische Arbeiten auf diesem Gebiet.

Ebenfalls im Jahre 1984 intensivierte das Lawrence Livermore National Laboratory plötzlich ein Programm mit dem verkündeten Ziel, ein Gerät mit der Bezeichnung Vircator zu entwickeln, das kurze Mikrowellenpulse hoher Spitzenleistung für militärische Zwecke produziert. Es wurde auch begonnen, die Wirkungen von Mikrowellen auf militärische Elektronik zu erforschen. Vircatoren in Livermore und auf der Kirtland Air Force Base haben Spitzenleistungen im Gigawatt Bereich produziert. (...)
Der entscheidende Punkt ist, dass ein Gyrotron für Hochleistungspulse (...) auf einen mittelgroßen Lastwagen passt. Bei einem Angriff könnten sowjetische Spezialtruppen mit solchen Lastwagen NATO Flugzeuge, Raketen und Panzer zerstören bevor diese Verteidigungseinrichtungen in Stellung gebracht werden können. It is my impression and opinion right now that the criminal org. who is using this technology has curcumvented the AMA rules on testing techniques and procedures by testing on us instead of guinea pigs, etc... It gives them ability to push extemely questionable technology beyond what the AMA "would" approve. It's my opinion that the AMA would probably approve of almost anything if the "rights" activists would allow it.

I believe initially, they have used other metal including the screw in my feet for a signal conductor. But, over years they have probably mapped my brain using retina procedures so the metal conductor is, more than likely, no longer needed.

Thanks again for the URL, as for the microchipping of animals I am just noting that it is much cheaper in Texas. It costs $35 in California, but the Shelters don't do it automatically. Nevertheless, I have the ability to distinguish between the needs of a dog, and a human. Obvious to most people we can speak for ourselves.

Early this morning, I had an unusual interaction with my perps. The perps had just woken me with these sharp loud clicks in my right ear, like someone banging on the floor with a broom-handle. I asked the perp if he was having a good time tormenting me? The pecking and banging continued. During a pause, I told the perp to do it one time. He did. I changed positions in bed where my left arm was now resting where the right side of my face had been against my pillow and mattress. I said, do it one more time. He/she did. I could literally feel these pulses of sound energy hitting very specific areas of my arm. These pulses of energy was that focused. Then I said, do it once more. He/she did. I then said, very good, continue as you were. The sound effects stopped all together. By using reverse psychology, I was in effect taking control of the perp's actions away from him/her. I believe that my response confused the perp, or AI system, because there was no further response or effect from him/her. Control is of primary importance to the perps. It has been my experience that if the perp senses that he/she is losing control of the situation, they will abandon that particular action in favor of another time or effect.

It seems to me that even the best of conventional technologies such as through the wall imaging, focused projected sound, implants, and satellite tracking systems could not have the resolution necessary to deliver precision pulses of energy that the perps are able to do. Thus, it seems to me that the perps must be using some sort of inter-dimensional technology to transverse time and space or they are using a form of ESP class technology such as entanglement. To get the very high degree of precision affect, and personal interaction, they would very nearly have to be working with a very accurate and reliable model of the target and perhaps even the target's immediate environment. Entanglement is the only force that can, in my opinion, fill the bill. Entanglement could account for creating the model of the target; could account for effects in real time; could account for the appearance that the perps are operating from a position and location of comfort; it might even account for the appearance of reading the target's mind and hearing what the target hears and sees. Requiring a conventional feedback component so that data can be communicated by entanglement, that would explain the apparent use of conventional signals such as VLF and microwave signal emissions. The VLF and microwave signals are the feedback component necessary for less than speed of light operation of entangled systems. The force of entanglement is the delivery system while the conventional technology carries the perp effects to the target. It seems to me that if we could block out "all" conventional signals, we eliminate the necessary feedback; thus, the perps entanglement system breaks down. Without the conventional feedback, there can be no information or effects communicated by way of entanglement. A shield would have to be developed that would effectively block all radio waves from ELF to beyond the highest frequencies in the microwave regions of the spectrum. Such a shield, if one could be developed, would be very complex, bulky, and costly to construct, test, and maintain. The perps know that these are elements and factors way beyond the means of most targets or groups of targets.

Hi Bob,

Very interesting. This morning I had an unusual experience that is much different than yours but equally significant to me. I started hearing a repeating phrase in my head that I have heard since day one of my being targeted. This time however, I reacted differently.

After reading quite a bit about how intelligently adaptive the brain is, and by utilizing some techniques I learned when I went through hypnotherapy to heal cancer, I decided in that moment to use this knowledge.

So I just laid there and called up the 'consciousness' of my whole body. I then asked it to be aware of this phrase that seems to be able to command the attention of my whole existence for no good reason. I 'asked' my whole body consciousness to please recognize the futility and nonsense that pertains to this endless repeating phrase that has no positive function in my life. I asked my whole body consciousness to recognize this repeating phrase as an intrusion in the harmony of my whole body system, and asked my body consciousness to work on eliminating it.

I instucted my whole body consciousness to realize that if the phrase this intruder is saying has any merit, it will come to pass without our having to listen to it and react to it. So it is best to completely negate this nonsense and cancel its effect on anything going on in my body/mind system.

I am sharing this because I feel quite satisfied that my whole body consciousness seemed to respond very positively to my taking command in this way. I am learning better how to master the crap that invades my brain without having to do external things, and this is the most efficient way to go.

When I first began doing imaging techniques I remember that it felt like fantasy and make believe and I felt sort of stupid doing it. But it is like developing faith in God, at first it is foreign and strange and superficial, but after you open the door to this new dimension of yourself, it becomes more and more real and rich and meaningful. I think that since we have so little with which to defend ourselves against this targeting, we need to develop these self mastery techniques within our own mind/body systems.

I agree completely. If only the conscious mind didn't respond to the pulsing, but it does. No matter how out of it the mind is, it will recognize those pulsed forms of energy as foreign and threatening. I remember when I first started taking tranquilizers to help me sleep. They worked really well, and the perps would do their thing and I would be vaguely aware of it but would then drift right back into deep sleep. The perps got wise to it and started hitting me with not one sharp powerful pulse of energy, but many in a series of 3 or 4 pulses. Not even tranquilizers could block the affect. There is nothing that I know of that can stop that kind of attack. The only defense that one has is in how they manage the after effects, such as keeping one's sense of humor about them.

I do believe that these perps operate by way of a protocol, least mine seem to. They initiate a specific effect and expect a certain kind of response. It seems to me that if the response falls out side the range of the expected, the perp pauses and seems uncertain as to how to proceed. I have seen this time and again. This suggests that there are many levels of perps, or that the perp is an AI system not programmed to handle inappropriate responses to stimuli.

Your suggestion is well taken and I'll give it some thought.
