You are having the 4th European Working Group on Non-Lethal Weapons next May courtesy of the Fraunhofer Institute. I just read a note on it in the BEMS Newsletter. As far as I am concerned, the other weapons put forward are so dependent on environmental conditions that the whole US program is simply a cover-up for torturing people by remote,electromagnetic means.
